Greensborough Traffic Sign

I passed this traffic sign while on the Greensborough By-pass on my way to Diamond Creek on Saturday 28th January, 2006. At first I didn't believe what I had just seen and to be honest, I didn't understand the sign at all. I mean really VicRoads 6.27-9.33am !!! Thanks Jim Leigh for taking this shot, it says it all. Would love to hear an explanation about the sign.
